PRODUCING AREAS DEVELOPMENT COMMISSION (OMPADEC)
Headquarters, Lagos. I have decided with some of my
coleagues in the Central Bank of Nigeria (CBN) and
the Federal Ministry of Finance to contact you
confidentially on this business for the arrangement
transferring the sum of US$39,000,000.00 (Thirty
nine Million United States Dollars Only) to your
company/ personal account through the Central Bank of
Nigeria.

However, concrete arrangement has been made to remit
the fund successfully into your account. The fund
came from over invoiced contract awarded to a foreign
firm. The contract was executed in 1997 and the
exact amount has been paid the initial executor of
the project, remaining the over invoiced amount,
US$39M, which I want to transfer into your bank
account. Being government officials, we are
prevented by law from operating/ opening foreign
bank account while still in the government service
hence the need for your assistance.
REMITTANCEOUTLINE.

1. IN OUR ACCOUNT: We shall secure payment approval
from relevant official here for the release of
the contract sum in favour of your personal/
company's account with the information we shall
require from you. We have already concluded
varrangement to secure a fast approval so that the fund
could be transferred within a period of 7
workingdays.
2. YOUR GOOD SELF: You are expected to furnish us
with the necessary imformation to remit the money
with (i) The name and address of your company,
(ii) The name, address and particulars ofyour bank,
for easy transfer.
(iii) Your private phone and fax numbers.

On arrival of the funds you will be expected
to advise us on investment plans since we do not
intend bringing the whole part of our share back to
Nigeria.

3. TERMS AND CONDITION: For rendering these
services, we have decided that 30% of the total
> fund be given to you while 5% will be kept aside
for
any expenses in your country in the course of the
transfer, then 65% will be for us. This transaction
is 100% risk free; you need not to be afraid.

However, it requires your maximum cooperation,
serious mutual trust, honesty and absolute
confidentiality to avoid jeopardizing this
transaction and the position of the
government functionaries involved.

Sir:

Since you seem to have faith in me, I would suggest that you hand-deliver to an address to be further disclosed a certified banker's check drawn on a US bank of my choice amounting to 5% of the sum mentioned in your message (USD 1,950,000). When this check clears and the payment has become final, we might discuss this matter further.

I understand what you mean by transferring part of the fund to you first but I want to let you know that the fund is over invoice amount of contract sum awarded to a foreign firm. This fund is with the Central bank of Nigeria, that is the reason why we seek for your assistance.

All you have to do now is to send all the requested information from you and also inelugde your private fax and phone number for easy communication so that I will forward it to my attorney to submit to the Ministries concerned for the immediate appro val document in favour of you. After which the apex Bank will contact you and the fund $39M will be duly remitted into your nominated bank account.
